What Gulf Agencies Need to Know Before Shooting in the UK

A bilingual producer with 17 years across the Gulf and London on what most agencies only discover after they've arrived.

I've produced shoots across the Gulf for most of my career. Saudi Arabia, Qatar, UAE, I know those markets from the inside. And since 2017, I've been based in London, producing and servicing productions here.

London is not a single permit.

What that position gives me is something most producers on either side don't have: I understand exactly what Gulf agencies expect, and I know exactly where UK production will surprise them.

So if you're a Gulf-based agency with a UK shoot coming up, TVC, branded content, or documentary, here's what I'd want you to know before you arrive.

London Is Not a Single Permit

This is the one that catches almost every international production on the first visit. London has 33 separate local authorities, called boroughs, each with its own Borough Film Service, its own permit process, its own lead times, and its own fees. Westminster is not the same as Camden. Southwark is not the same as Hackney.

A shoot that crosses borough boundaries requires multiple simultaneous permit applications. Some boroughs have five-day lead times. Some have three weeks. If you're planning a shoot across multiple London locations in a single week and you haven't started the permit process at least three weeks out, you are already behind.

The Metropolitan Police Service has its own Film Unit, separate from the borough system, which must be notified of any shoot involving weapons, stunts, special effects, or high-profile talent who might cause crowd control issues. These are not optional notifications. They are legal requirements.

BECTU Runs the Crew

The Broadcasting Entertainment Communications and Theatre Union governs how professional crews work in the UK. Day rates, working hours, rest periods, and overnight turnarounds are not flexible on the day. Any agency used to the production culture of Dubai or Doha, where a good relationship with a supplier often allows some latitude, will find the UK has firmer structural edges.

The Incentive Framework Is Real, and Most Gulf Clients Don't Know It Exists

The UK's Audio-Visual Expenditure Credit offers up to 25.5% back on qualifying UK production spend. For a £250,000 TVC production, that's a meaningful number. The Independent Film Tax Credit goes to 40% for qualifying independent films.

Most Gulf agencies arrive with a budget they've locked without factoring in UK incentives. An experienced UK production partner, involved from the brief stage, can help structure the production to maximise available relief. This is a genuine budget lever, not a theoretical one.

The Cultural Gap Is Real: On Both Sides

Gulf agency clients often expect a level of access, flexibility, and personal responsiveness that UK production crews aren't culturally configured to deliver. The British production environment is professional and capable, but it is structured. People leave at wrap. Changes agreed in the morning don't always hold in the afternoon.

Having a production partner who understands both cultures, who can translate between them without losing anything on either side, is not a luxury on a cross-cultural UK shoot. It is a necessity for their end client. That misreading creates friction at exactly the wrong moments.

What to Ask Any UK Production Partner Before You Commit

  • Have you actually produced shoots for Gulf-based clients in the UK, not just UK clients in the Gulf? The direction matters.
  • Do you speak Arabic at a production level, not conversationally, but fluently enough to take a brief, discuss creatively, and manage client relationships throughout the shoot?
  • Can you show me UK credits that include Gulf brands or agencies?

At Samurai Productions, the answer to all three is yes. We've been running UK shoots for Gulf-based clients since 2017. Saudi Tourism Authority, United Nations, Hill & Knowlton among the credits. Bilingual in English and Arabic. London infrastructure is built around exactly this type of work.
